Just look at the 80 & 40 meter bands (not band plans, the allowable bands)
around the world and see what they have to work with. Japan has only 300KHz
 or so on 80 meters, so everything shifts down. Australia's 80 meter RTTY
bandplan is entirely above 3600 KHz. Maybe you could take over the whole
world and run it better?
