True, Dave, but I suspect that statistical analysis could be used, 
derived from very many observations over the course of a contest, to 
establish a high probability that a station was running 10 dB more power 
than he says he is.  It's not proof-positive, but (like the VE5ZX/CT1BOH 
analysis of log signatures of stations using packet) it could be pretty 
persuasive.
