Once again, appears to be convicting a guy based on circumstantial
evidence...

Having amps and using them, and then using them illegally, are two separate
things. If I had a BIG amp, using it at amateur levels gives the hardware
lots of headroom and probably means it can loaf along reliably for years.
Rather than buying an amp that just barely makes the 1.5kw and having it
blow a transformer...

If I wanted to operate high-power and had the cash, I too would probably
have two or more amps hooked up and ready to switch in as backups. And if I
was running high-power SO2R, that would mean at least two amps in active
duty for the duration. And if I was really anal about band-switching delays,
I might want to have one amp on standby tuned up for the next band I was
switching to.

None of those activities is against the rules or against the law.

Instead of engaging in some pretty risky libel, why not ask just Tohno
himself? He seems to be approachable online.
