Maybe FCC would like to hear your proposal. I guess someone had some 
thinking about that and limitted US hams to 1500W.
To me, some limits like 400w in Italy, Australia and 750W in Germany 
are too low, yet hams use ten times that without any problems. Even I0JX 
admitted to operate with 11 Kw at his web page,
