Tom's  statement below can be verfied by listening to the NCDXF HF Beacons; 
10dB does not make a difference. 
At noise level or in the crud, if you can just hear their 100W carrier, you can 
still hear the 10W carrier also. If you hear the 10W then also the 1W, 1W then 
also the final 100mW.
