Because the rules tell you to. The rules are available and online.

Because the rules tell you to. The rules are available and online. There's
a speed limit on my road. A police officer is never checking it, but I
haven't yet petitioned the city to remove the speed limit based on that
alone.

No, actually, the current REAL rules require RST. These rules are available
and online. Which REAL rules are you talking about?
