Sure, but the rules state this as the definition of a single operator
"One person performs all transmitting,
receiving, and logging functions as well as equipment and antenna adjustments."

If Herb was merely present at the station to comply with FCC
regulations and didn't do any of the above tasks, then it should be a
valid Single Operator entry in my view.
