In this particular situation, the answer (IMHO) would be... nothing.  
 
The stations that the banned operator works should not be penalized.  How would 
they know, especially if they're in the middle of a run and don't have time to 
check a banned list?  (Especially if the banned op is using a club call, a new 
call, a special event call, someone else's call/station, etc. )
 
More importantly, the banned operator would not be sending in a log.  Why would 
s/he?  At best, if s/he did send in something (which brings up an entirely 
different set of circumstances and psychology, so let's not go down that road), 
it could be used as a check log... or discarded altogether.  
 
I'd suspect that most ops who are banned for a year (or 2 or 3 or 5 or 10 or... 
) either would ignore the contest altogether, or operate in a stealth mode.

So extend their ban by a year for each incident of them trying to get around 
it.  But don't penalize the stations that work him... they should have better 
things to do than check to see if an op is "legit" or not!

who just called them is banned or not. The savvy op's probably would

being caught cheating VERY harsh -- perhaps being banned for 5 years or
