While the idea might be okay I have yet to see one contest software that
is writing the transmit frequency into the Cabrillo file.

This is because of the way various radios report the current frequency transmit and receive frequencies at the moment a QSO is logged. For example, Kenwood's will report RX and TX frequencies differently when the radio is transmitting, than when the radio is receiving.
