What I will tell you has been an ethical conundrum is when I operate overseas
...
I remember the first time I walked into the shack of a contest club in a
country with a 400W limit ..I was just doing a few hours of WPX casually (I was
in the area for other reasons). They set things up for me ...with 1500W ..and
...being pretty wet behind the ears at that point ..asked if that was really ok
...they said "It's what all of us do." Since I was Single Op ...not competing
etc. I did just dial it down. I've been back to that country since and it is
quite correct ...everyone runs 1500W. Given that the 400W limit is
unreasonable (unlike 30M in the States were we are secondary), were I competing
there, I'd do it. To enforce it would mean DQing the entire country.

Ignored by most? Certainly not by me. I use N8LP's LP100A to carefully set my
KPA500 to 200W on 30M, just as I set it for 1.5kW on other bands. Since 2006,
223 worked, 213 confirmed on 30M.
I strongly suspect that many of those who believe that "everyone does it" does
it themselves and uses that belief to rationalize their own lid-like behavior.
