Hi Pete,
It's great that you do want to stay active despite your constraints.
How about a fan verticals? That is, verticals for various bands that share a
common base, a balun, and radial system? As you know verticals are excellent on
the low bands due to their low take off angle.

I'm a fairly serious but second-tier contester who's getting old, and we
have just moved to Baltimore County, MD for family medical reasons.
Tower and antenna rules here are pretty reasonable, but I have other
constraintswhich will pretty much limit me to one antenna, and probably
to wires.  I'd still like to play in Sweepstakes and dabble in DX
contests. Given the state of the sunspot cycle, a lot of that is likely
to be on the lower bands.

So, if you were in my shoes, what would you put up?

73, Pete N4ZR
