Allowing HQ stations to have more then 1 CQing station per band (but different modes) and not allowing the same (but dual) practice for Multi Ops in IARU is strange?!

I understand dual CQ in single mode contests (like CQWW, ARRL, WPX...), but mixed mode should not be in the same basket. Analogy: working same station 2nd time per band but on different mode should be a dupe?
