I don't think cut numbers could be outlawed - can you imagine how that would
be enforced?
I think people overestimate the advantage of using cut serial numbers. I for
one won't start sending my exchange until I've logged the other guy's number,
which in nearly all cases takes as much time as if the number had been sent
uncut. And maybe longer to translate cut into uncut.
Tough when back in Ohio W1NN and I enjoy using cut numbers in the VHF contest, sending
"EN NA" back and forth.
