Unless there are contest-committee-appointed monitors listening to each
QSO, it would have to be enforced at the grass-roots level. If we would
all ask for a repeat from any station sending a cut number, and again
until they send the full number, the practice might end rather quickly.
I encountered a few cut number exchanges which threw me for an instant,
and thought about asking for a repeat.
