In Brisbane, Australia 35 years ago we had a reduced rate for our 
electric water heater. The utility authority (the City, as it happened) 
could switch it on and off any time they wanted by sending the 
appropriate sequence of audio tones superimposed on the line. If we 
still needed to heat water during one of the high-demand periods when 
the reduced-rate power was off, we could flip a switch and heat our 
water with standard-rate power.

No RF imposed on the power lines to radiate all over the place. All that 
would be necessary to enhance the system would be to use different audio 
receivers responsive to a variety of tones.
