Cost is the reason that cable companies and some telcos reuse their existing 
coax or twisted pairs to go from a point in the neighborhood into homes.

Is it that they use a better fiber-to-copper converter at the street,
then split the lines to the homes, rather than running fiber to each
house & using a poorer quality converter?

I'm trying to understand the reason for interrupting the fiber prior
to the run from the street to each house.
