Paul, I've used the ICOM R-10 for many years for power line noise hunting
up as high as 900 megs and it works reasonably well for me.  The S meter
action is more as you describe but the audio AGC is soft enough so at UHF
 the audio level is a good indicator. Arcing power line noise at UHF sounds
like arcing at HF for the most part - no recordings tho.
