There are some excellent tech articles on this topic on the ARRL website. I 
strongly 
suggest that you read them.

The executive summary is that 1) the more radials the better;  2) the longer 
the radials 
are the better;  3) given the same total length of wire in the ground, having 
more 
radials closer to the tower is more important than having longer radials; 4) by 
the time 
you hit 60 or more radials that a quarter wave or so, you're probably within 3 
dB of the 
best it's gonna get; 5) virtually all of the modeling assumes homogeneous 
ground, and 
real ground isn't homogenous.
