No, there is a vernier with about a 6 to 1 ratio.  The dial skirt rotates
once per 100 khz, and the knob rotates once per 15 khz or so.  The dial
skirt can actually be used to measure frequency if the digital display does
not work.  It is graduated such that the frequency can be read to about 1
khz accuracy.  You can slip the dial skirt to calibrate it with the digital
display or a known frequency source.  For analog readout, the only thing
missing is what 100 khz segment you are actually on.
