Dick,
In 1963 at Radioman Class "A" school (6 mos) in Bainbridge, MD 
graduation beside a written test was
22 wpm correct copy "no mistakes" for 1/2 hour on a mill.  Sounds long 
but 1/2 hour goes quick!
