Hi There,
Well a scout isn't really a QRP rig.  I can go down in power to 5 watts and 
under 5 watts 
is usually QRP.  The Scout may go up to 50 watts.  On 75 in the mornings a 
fellow
ham works up and down the east coast.  Not QRP.  The rig can do a lot on the 
Bands
