No, that is not normal. I run my Scout mic gain between 9 and 10 
o'clock. I get plenty of audio and good reports. The Scout seems to do 
best with low Z dynamic mics. If you are using an electret mic, make 
sure there is mic preamp  voltage from the Scout on pin 4 of the mic jack.
