That's VERY surprising unless you're using high Z feedline (window line or open wire).

It's probably nothing more than a learning curve for how to find a match with this tuner. When I was first learning my Ten Tec tuner, I found the method described in the manual to work pretty well. The impedance presented by the antenna to the tuner will be strongly dependent on feedline length, and could require a setting two or three clicks on either side of the zero center position.
