    Don't underestimate the power of the amateur radio community. We have 
paid lobbyists and great legal counsel and actually DO have the attention of 
many Federal officials. Even if not every ham is an ARRL member, the League 
DOES represent ALL of us. 7-800K is a pretty good-sized population and 
believe me, they know who we are. 

    OTOH I don't know if there is a National Org. of Homeowner Associations 
to do the same thing for them. But it seems to me that CC&R's are only local 
in nature and wouldn't have much to do with Federal laws.
