Guess your question is in the title. Wired rebar joints are acceptable from a structural perspective. The wires must be strong enough to hold together the rebar pieces while the concrete is poured and sets. Stresses during the pour may be quite significant, and you don't want the cage to come apart at that time.

Wired is not sufficient to maximize the value of the base a a Ufer ground, to dissipate lightning. The cage must be designed to accept the lightning strike from the tower and spread the lightning energy effectively, meaning minimum impedance, to the earth around the base. This requires welded rebar joints, which requires rebar that meets an acceptable specification. Many home material suppliers don't know if the rebar they sell meets any specification. Go to a vendor who supplies for construction that must meet overall specifications go get your rebar. They may charge a few dollars more, but may make up for that by cutting it to length for you at no additional charge.
