Before going to laser printers, the computer industry on the high sped
printers and other fast paper movement devices used the same type of thing
but it was meant to remove the static from the paper so it would stack
better after going through the printer.  This device was fed by a very high
voltage transformer(low current) and it was not hard to tell when it wasn't
working.  It looked like a small rod with many many whiskers spreading to
about 2 inches in diameter but they tried to make it fit in the area without
taking up very mych space so not sure how important the length of the
whiskers are.  Sure worked.
