Actually both posters are correct, you're just mistating the regulations and 
prohibitions a bit.  Lineman's belts are considered "positioning devices".  
Full body harnesses are considered "fall arrest devices".  A positioning belt, 
according to OSHA, can not be used as a fall arrest device.  Some harnesses 
incorporate positioning devices, belts, seat, side mounted D-rings, into their 
design and are therefore dual purpose.  If you've been through the training 
I've been through, you'd understand the reasons that one wants to use a real 
live fall arrest harness for that purpose and not a positioning device.  Be 
safe and don't get cheap on your personal safety. Do it the right way.
