Did you get a bldg permit when putting up the tower?  With a permit 
you have some protection that the city inspected and approved the 
tower, without a permit, if enough people complained, you might have a 
problem with the city.
When I got my bldg permit I asked just for the heck of it, what would 
had happened had I not gotten a permit.  I was told everything 
probably would be fine, but if a neighbor complained, I would have to 
go thru the permit process in reverse, and if thing were not in order 
I could be forced to fix them  (how can they check your hole in the 
ground and rebar cage AFTER you have poured the concrete?
