Smoking & use of hand held mobile phones are two points I have used, in addition to simply keeping the windows closed (concrete buildings & radon).

I recently had a neighbor who threatened to cut my antennas down over
his concerns about radiation & once the police were done with him, I
got to be the first amateur station to go through a radiation test in HK.

My concern, knowledge & willingness when he first moved in two floors
below me were a complete waste of time, but Dave's suggestion is exactly
how to approach such a situation - especially when the other folks exhibit
at least a shred of reasonableness, which is often hard to come by here.
