I've cut a lot of rebar -- don't waste time and money with a Sawzall. Not the
right tool. Their are three ways I cut it. 1) Use an abrasive cutoff saw--
I use a 14 inch Makita -- the blades are relatively available (Lowes) and
cheap.
2) Use a cutting torch (oxy/acetylene or plasma). 3) Use a rebar cutting
and bending tool. They look like a floor mount large bolt cutter. The
bolt cutter style incorporates a rebar bending capability for bending up
the rebar cage. They are not cheap but if you are going to do a lot of
rebar work they are well worth it.

Anything else is too slow, expensive, or dangerous -- or all of the above.
(Unless I overlooked some other "right" way.)
