I would bet he is not that far off.  It is fairly easy to get a tower plumb
using a simple level.  I went an extra step and also used a plumb bob to set
the first 50 feet.  After that you can sight from the tower base to make
sure the sections above are in line.

Dunno, but this seems like something you ought to know. I think 1 degree
vertical error would put the top of your 97' tower about 1.7' out of plumb.
