    The basis is that the PE that calculated and  stamped the plans has 
designed the hole. In the case of making a change from a  square hole to a 
round 
one, the hole would have to be re-calculated and  redesigned and the building 
permit amended. 
 
    If you're going to make sweeping engineering  statements, please back 
them up with real germane engineering rationale.  Tnx.
