There is no such thing as "RF ground."

Radial systems work by SHIELDING a vertical antenna from the lossy earth, so that the fields (and the return current) flow in low resistance copper rather than lossy earth. The ONLY positive contributions the earth makes to an antenna system are 1) to reflect the radiation from the antenna to form the vertical pattern, and 2) at MF and LF, to support ground wave propagation.
