I use a post leveling and plumbing tool. These are indispensable in a rural setting and if you're building a fence. It really gives the details in all important planes.
They're cheap, too!

Two weekends ago, I started tower #2 on my property.
The concrete base is 3' x 3' x 4', belled out at the bottom, 3" of pea-gravel 
in hole base, back-filled with 35 @ 80 pound concrete bags and 30' of re-bar.  A 30 
- 45 day concrete curing period is in progress.
If anyone wants a few photos of this, please reply to me directly, off the
