Rohn sets the bolts inside the rebar cage for good reason, so going to a pier pin would be the best way to insure that is still the case. It also insures you won't drill thru some rebar.

Also the tower will have less stress as a result.

If the bolts that are already there, are possibly welded internally, or
fixed to internal anchoring metal within the cement,
then wouldn't it be true to say that drilling out cement material and
inserting a new bolt with a cement patch
would provide less strength than the original bolts?

If that would be a risk, then is there a possibility that the current
bolts could be used?
Perhaps bolting into the new upper section or bolting to an intermediate
steel frame which attaches to the new upper section?

I have an existing 25G tower base that is damaged and needs replacing.
Two
of the four existing bolts align to the new base - What experience and
advice would the group offer regarding drilling the concrete, inserting a
bolt and epoxy it in ?

I could use the center pier pin as a place to add yet another bolt so end
strength would be more that assured.

Advice / Feedback / Thoughts on suppliers and supplies ?
