Depends on the antenna design and materials as to which direction makes the most sense. The consensus on the SteppIR list is into the wind - especially for models with sweeps.

Depending upon the spacing, you could also be getting some resonance 
in the air space between the antennas, but you're probably correct 
that it is the one of the antennas.  It could also be the tower 
itself, of of course.
In any case, once you find the source of the noise you should be able 
to use some kind of mechanically lossy dampener to kill it. If you 
find the source, somebody here will almost certainly have a suggestion 
for what you could use.

It is not a huge deal, but I'd like to keep the antenna pointed into 
the wind when it blows. Is there any simple way to eliminate or cut 
down on the noise?
