I've never heard of anyone being penalized for duplicate (or missing) serial
numbers - has anyone?
I'm sure the spirit of the PROGRESSIVE serial number rule is to ban starting
in the middle of a contest with a number like 500, incrementing by 10, etc -
termed the "intimidation factor" by Don. I think numberous people end up
with some dupes (serial numbers) and some missing numbers or gaps.
It would be nice if it can be avoided, but I sure wouldn't worry about it.
And guess what? THE SERIAL NUMBER DOESN'T EVEN GET PORTED OVER INTO
CABRILLO FILES!
