I think you should look at this more from the perspective of:

"The Radio will talk to WriteLog for perhaps a minute, then it stops".

Serial port control, while used by WriteLog, is a function of the operating 
system.  It could be hardware, it could also be your operating system.

Your thought about the IRQ is a good one, and the less things on an IRQ, the 
better - despite the claims that PCI hardware can share interrupts.
