Gordon,

Have you gone to Setup/Ports yet and defined which port you intend to use 
for CW?  Notice there are three columns for indicating the Com ports to use 
for CW, DVK and Antenna relay.  Assuming your CW interface is between Com1 
thru Com4, click the radio button for that port.  If your com port is higher 
than Com4 then you will need to go into the writelog.ini file and reassign 
the higher numbered port to one between 1 - 4 as that is all WL will work 
with.  While you are there make sure the Rig Type for your CW port is 
defined and set the Baud Rate, Poll and Comm PTT settings.  Also on that 
window check the button at the bottom right hand side called CW PTT... 
Click that and select the radio button for On LPT pin 16/COMM RTS.  That 
puts the signal on the RTS line of your Com port.
