Ok,
  That was the FIX. I installed a 5k resistor from pin 4 on the serial 
cable to the Base of a NTE-123A transistor.
 I then connected the Emitter to pin 5 ( ground). In did not cut the 
wires in the Serial cable, I just spliced into them. I then connected 
The collector  to the center conductor of my Key plug and also I 
extended pin 5 to the shield cable going to the key  plug.  I plugged 
the key plug into my key jack and   Everything works PERFECT now using 
only 1 Com port and Windows Vista.
