It depends on the circumstances. Just sending my callsign with no
preceding CQ or TEST at the end is often enough to keep stations calling.

Let's see how that would work if they didn't send "TEST". Oh yeah, it would
be dead air and you wouldn't even know they were there! It's all about
probabilities.
