When the power switch is ON there is the HV also applied. Thus I wouldn't expect shorted tubes or any HV component. Likely the bias diode shorted thus when switched to Operate the tubes fully conduct

My Centurion has a Peter Dahl replacement transformer that is over wound a bit to bump up the plate voltage. Does a nice job. It's a great amp. With the plate voltage and the RF parts graphite tubes
