More often than not, the tune C is NOT of low enough Xc to be irrelevant.

In the tank circuit, the choke IS shorted in terms of RF.  Rich is correct.

At one end of the choke, you have the HV bypass caps.  At the other end, 
you go thru your DC blocking cap and the Tune C.  Tune C is connected to 
ground.

SO, it IS a short circuit meaning that both sides of the choke have a path 
to ground.

I did an experiment the other night measuring the dip of a choke in circuit 
while doing it Rich's way AND also shorting the choke directly.  Very 
little difference in the series resonance of the choke.  Both methods 
provided a dip w/in a few 100 KHz of each other.
