?  The hv rfc is not just sitting there, Dick.  .  Wired in, the bottom 
end of the hv rfc connects to RF ground through the B+ bypass capacitors. 
 The upper end of the rfc connects to the tune-C, which typically has a 
moderately low reactance to ground.  In practice, the not strap-shorted 
method works.
