All you have to do is offer a "Letter of Credit" to him. This is not a COD. When he evidences shipment with an executed bill of lading from a ligitmate carrier the bank transfers monies to his bank. However, with that said, I suspect he will not accept or refuse and you may not hear from him ever again.
