That's the way, sort of,  I used to do them too. Back in "the day" I would 
copy them on a good office copier, white out the old lettering, make a copy 
of a blank scale and use dry transfer lettering to make a new scale, for the 
back of the original.
Now I use my cad software to design the whole thing new---in living color if 
desired.
