I had a similar problem with my AL-1200 and solved the problem. I suggest

Ameritron uses a step-start circuit in the AL1200 and 1500 which uses a
relay to short out a 10 ohm series resistor in the transformer primary to
limit current inrush. The relay in question is rated 15 Amp resistive.  I
found mine to be welded closed. Seems like too low a value to me.  Is this a
common failure in these amps?

The other relay which controls the op/stby is rated at 30A.
