it could be done but you still have to get rid of the heat. Keep in
mind that so-called "water cooled" amps are really cooled by air. The
water is just a medium to carry the heat from the tube or transistor
to the heat exchanger. 

The exception of course, is if you have a continuous stream of
incoming cold water which is discharged without recirculating.
