Lots of country dirt roads were "oiled" with anything the county could find... burnt motor oil,,, industrial oil... whatever they could find.

I'm a little concerned about people just dumping the oil.
Transformer oil is a famous source of PCB's. How old does a pole pig have to be before you can safely say there are no PCB's in the oil?
