There may be a simple compromise solution to this problem. In cases where 
the DX station identifies the full call of the caller, the reply would be:

"UK9DOG Contest"
(Whiskey Zero Oscar Fox)
"W-Zero-Oscar-Fox five-nine Kilo"
(QSL ur five-nine Kansas, Whiskey Zero Oscar Fox)
"UK9DOG contest"

When the DX station doesn't get the full call he can reply as follows:

"UK9DOG Contest"
(@#$^#$#$ Oscar Fox)
"Oscar-Fox five-nine Kilo"
(QSL this is Whiskey Zero Oscar Fox, ur five-nine kansas, QSL?)
"W0OF, QSL, QRZ"

Each response is about the same length. In both cases the DX station 
replies with the full callsign of the caller. The only downside is that the 
DX station only ID's when he gets a full callsign of the caller  on the 
first go. But the fact that he is only getting partial calls might imply 
that he has a full cadre of callers. In this case, one could argue that 
skipping the station id isn't that harmful. The DX station could even make 
it a rule to go no more than two qsos without IDing. This method would 
insure that the DX station IDs reasonably often, while at the same time 
keeping average rate high.

DX0DX and another guy XX0XX are running Ws. Its the ARRL test
and 15 is wide open to the west coast.

Scene One:

"DX0DX... contest"
(W6 garbled...)
"W6.. 59 kilowatt"
(roger its W6XXX 59 Cal)
"DX0DX..contest"


Scene Two:

"XX0XX...contest"
(W6 garbled...)
"W6.. 59 kilowatt"
(roger its W6XXX 59 Cal)
"W6XXX ok..
...XX0XX..contest"


Spent a long time listening at the start of the contest Friday nite, had a
huge traffic jam while driving home with lots of listening time in the
mobile. I saw
BOTH styles being practiced.

Its obvious that these guys are not competing on the same field with each
other.

XX0XX is spending one more 'over' in confirming the call, and DX0DX is just
letting
the W6XXX assume that he got the call right, and is shortcutting the
process of
making a QSO. In fact, is he even MAKING a contest exchange?? He NEVER
gives the callsign of the station he is working!

Given all else being equal, DX0DX is going to save ALOT of time in his
exchange, especially over 48 hours.

A rather glaring inequity...?
